Job Summary

Reporting to the Manager, Quality Integration, as the Manager of Quality System Design, you will provide practical, day-to-day expertise and resources to ATS Learning, ATS Standards, AIM, Technology, and other NC-QMS Stakeholders for the development and design of comprehensive Quality processes and frameworks related to activities under the ATS Operations Certificate.

As part of the Quality Integration team, you will be responsible for managing the execution and successful implementation of effective process definitions and requirements, ensuring operational areas have the support, structure, and accountability needed to sustain quality improvements, stay compliant with regulations, and promote ongoing development.

In this role you will:

  • Partner with NC‑QMS stakeholders across Operations, ATS Learning, ATS Standards, AIM, and Technology to interpret audit findings, regulatory requirements, and risk insights, translating them into actionable, system‑level quality improvements.
  • Facilitate the development of effective Corrective Action Implementation Plans—defining timelines, milestones, resources, and accountability to drive cross‑departmental progress.
  • Lead collaborative process‑design activities with frontline teams to create, simplify, and clarify SOPs, workflows, controls, and RACIs aligned with business needs.
  • Drive Change Management efforts by developing communications, training, and engagement strategies that support adoption of new quality solutions and corrective actions.
  • Provide project leadership for major quality initiatives, coordinating multidisciplinary teams and ensuring delivery of agreed outcomes.
  • Establish post‑implementation reviews and lessons‑learned processes to embed continuous improvement into business operations.
  • Monitor and integrate Transport Canada regulatory requirements into the NC‑QMS, ensuring consistent application and awareness of updates.
  • Build stakeholder capability through analytical guidance, training, and coaching on performance measurement, RCA, CAPA development, and improvement identification.
  • Prepare and present quality metrics, trends, and insights that demonstrate compliance and drive sustained improvement.
  • Support the development and delivery of QMS‑related training, including quality concepts, taxonomy, RCA, and CAPA.
  • Provide expertise and hands‑on support for Root Cause Analysis and Corrective Action Plans addressing NC‑QMS findings.
  • Research quality assurance and validation methodologies, identifying trends and recommending enhancements to the Manager, Quality Integration.

What you bring:

  • Bachelor’s degree in Engineering, Data Analytics, Quality Management, or related field
  • Professional certifications in Quality (e.g., ASQ, ISO, IOSA), UX, Systems Design, Project Management (PMP) or Change Management
  • Minimum 3 years in service and process design, quality performance measurement, data analysis, or operational excellence roles
  • Experience in developing dashboards (Power BI, etc), KPIs, and performance reporting systems.
  • Strong analytical and data interpretation skills
  • Proficiency in data visualisation tools and reporting platforms
  • Excellent communication and stakeholder engagement abilities
  • Experience in advising and providing recommendations to senior management
  • Experience in conducting in-depth root-cause analysis and developing corrective action plans/mitigations to hazards and risks
  • Software: Microsoft Office suite and applications, with a strong focus on SharePoint Online and Power BI
  • Strong technical writing and public speaking skills and excellent interpersonal and communication skills are required for effective interaction with internal and external stakeholders
  • Knowledge of QMS frameworks and regulatory compliance requirements
  • Knowledge of Canadian Aviation Regulations, Standard 821, ICAO Annexes, MATS, ATSAMM and Just Culture and Safety Culture literature is an asset
  • Strong knowledge and understanding of Quality Assurance and Quality Control concepts
  • Knowledge and understanding of the interdependencies of Safety Management Systems and Quality Management Systems
  • Knowledge of Just Culture and Safety Culture literature
  • Knowledge of process management/facilitation, change management, performance measurement and risk management theories, principles and techniques
  • Knowledge of project and process management, facilitation, change management, performance measurement and risk analysis and management

Working Conditions:

  • This position is a hybrid position with a minimum – 3 days per week on site.
